Well, it's never to early to start thinking about next June. The Warrant list is out and congrats to everyone whose name appears. For those of you going around for the first time, make sure to buy two calendars. The dead line for submitting your package will be here before you know it.....then time stands still.
Just so you know where I'm coming from, the people on last year's list are diligently sitting by their phone awaiting that call,.....that with any luck will be coming sometime this week........

I'll agree with that! The list is getting shorter and shorter since Friday. Of course this is not official, just what you read and hear, that makes the wait all the better.... :D

I'll be the first to throw out my number.
MAT- My score was the cut.
I'm just glad to be above the primary cut. Now I'll get everything ready send it in and wait, sure beats getting everything ready and sending it in knowing it isn't going to even be looked at unless something extrodinary happens and they have to go to the alternate list.
Eitherway I'll have my star first and then if by some chance I make I'll have to make a huge decision. Good luck to all who made the list.

Stu, why are you teasing everyone... for some of the specialties, your probably looking at next week at best... My understanding is that they'll wait for two weeks after all incumbents have received their orders, so that all the RILO's will be in,then all the RILO billets can be advertised to the selectee's...
As for standing still, I wish!! It seems like were going backwards in time...

The BM's to BOSN's got the first list today. Only 15 jobs currently available to new selectee's. Cut is at ten and the predictor is at 47 for 07' advancements.

If my wife saw or heard about the list before I was able to pick, I'd ask for one of the New York jobs, or I'd never hear the end of it.

In no particular order, CGC SPAR, STA Gloucester. If either of those are not open.....well, I've always enjoyed the AUX :cool: . I wonder if they still let BOSN's get Deck Watch Officer qualed on the 378??? I have heard some nasty rumors that they have too many JO's to get the BOSN up on the bridge. :eek: I could use a good tan though.
The SPAR would be my first pick, set myself up for Command, and I would love to do some more BMOW rounds, as well leave the door cracked for LT.
STA Gloucester, well that's an easy one, I would like to be able to say I did a complete tour at a Station with a Galley and a haul out. :D

Well Sparky those are the only 2 favorable choices in my opinion, so good luck on Monday and I'm sure you'll let us know what ya took.
On a side note I'm not totally sure what the deal is with Gloucester. It used to be one of the premier D1 Stations that everyone wanted. This is now the second time it a row that it's been open and survived to the new CWO guys. Everything I see and hear about it from my offshore position is all good.

Dave, don't know about the retirement thing, but you know... I've been hearing a lot over the years and it seems like there's always talk about some nice small boat stations being converted over or back to a CWO billet? You just never know what or when a station will change over :cool:
Heck, I saw a spreadsheet awhile back for some stations on the west coast, places like Chetco River, they had that as a CWO job. Yaquina was marked as a E9 job. So on and so on. I'll have to see if I can dig it up. I don't recall what other station were on there. I believe it said FY08 and 09 they would change over.
Who knows though, could be just a bunch of hoopla. Someone went through a lot of trouble to put the spreadsheet together though.
On side note, anyone know of someone that has some insight on rentals? I looked at some homes for sell :eek:......good gracious! I did check into Govnt housing in Beverly, seems pretty nice, only 3 bdrs though, might have to put the boys together.
Anyhow, sound off if you can point me in any direction on rentals. ie: "I got a brother who's got a sister who's in the AUX that owns a propety management office out of Gloucester". Sweet!, Perfect! Heck, I'll hook her up with her own parking spot at the Station.... :)

For those getting ready for the appointment, Congrats on the next phase. Not sure if this is the correct venue, but will throw this out to the new Warrants.
CWO Ken Black, recently Crossed the Bar down in Maine, and in past times he was truely someone to reckon with. While reading his eulogy in the Lighthouse Association News, an old comment from Ken struck a chord from nearly 40 years ago. Ken was a Bosn of the old school, but there was always something about his presence. Ken wore the bullion embroidered officers cap device. A Captain commented one time that he was wearing the bullion device , Ken nodded and said yes, that is what Coast Guard Warrant Officers wear, he noted that the Captain was wearing the cheaper sheet metal version.
It kind of struck with me, and when I took the appointment 27 years ago, like many of the other CWOs of that era, wore the embroidered version til retiring, then passed it along to my brother, the engineer, who wore it till he retired in '98.
The bullion embroidery style was that connection to the CPO rating badge that you just moved on from. A reminder that the grade is Chief Warrant Officer, not commissioned Warrant Officer, you still kept a part of the name.
They are still available, about $40.00, but considering they cost about $25.00 back then, still a deal. You spent that much for a good crow, this might be an interesting connection to a past Coast Guard to revive.
And it shows a touch of class to the cheapskates with the "O" before the paygrade. :D

The board convenes on the 9th of April, 2007. Factor in 2 weeks for reviewing the packages and writing the report...then another 4-6 for routing and approval...we should be expecting the results in early June in my best guestimation and past msgs...Good luck to all...

The 07 revised cut/predictor msg is out...almost a whole month earlier than the same 06 msg last year...the 07 elegibility list came out about a week later...I wonder if the 08 elegibility list will follow suit and will be out in about a week?
On a side note...the ELC cut was 28 out of 40 with no predictor at this time...does anyone else know something I don't...why so many ELCs already...isn't there another revision usually in the fall? Has anyone heard of a lot of ELC retirements or new billets being created? I was just curious since the ET SWE cuts seemed to be on the cautious side so far this year...as opposed to the CWO appointments which seem deeper than usual???

Brian, their numbers are based on the knowns. If the Warrant cuts are deep, they still reflect the openings that they know will exist next year. The same with the enlisted cuts. They only make them for the known retirements/positions avalable next year. The cuts are guaranteed.
I think,.......read I think,..... that senior enlisted advancements are going to seem leaner for the next couple of years, especially in certain rates. The past couple of years have seen some of the most senior people in those rates leaving after many years and being replaced by people who have the potential to fill those positions for many years to come. Add into that the people that will now stay well past 30 years and advancements into those top slots slows even further.
I'm being told that we are over our cap for 8s and 9s. We also have people that were activated who are filling those slots.
One of the things that you should look at also is the number of ELC to Lts that happened over the past couple of years. If people take that route it opens another Warrant position.
And never expect another revision. The revised cuts only come if the need arises. So if their initial information doesn't change, neither do the cuts.

We're starting the year with too many (mainly 9's). The cap number is based on the avg for the year. Ideally, we want to start out the year under, not over. MC Brett Ayer is the SME on this. If he is feeling his oats and reads this, he can "splain" the dynamics of what's going on.:cool:

The number of both groups is mandated by law. If the Coast Guard is over that number then it should retire some to be in compliance with that law.
Also do "activated" personnel take up active duty quotas? I don't think so. Reservists, I know for officers, are outside the normal limitations and do not count against the total allowed.
If the Coast Guard returns to the stagnation of advancement as it did in my era then it should RIF those with more than 30 years or make them warrant officers.

I think you miss-read it.

It's the daily avg over the course of a fiscal year on the first day of that fiscal year.
You can be high (or low) at the beginning (or end), but on the first day of the fiscal year the avg has to be right on.

I didn't misread it. I'm sure the CG is following the "letter of the law", and as I stated, anything less than that would be a violation.
I quoted 10 USC as it illustrates there can be fluxuations, as part of the normal anticipated advancements, retirements et al.
If you think I was accusing the CG of attempting to violate 10 USC, then you misread what I wrote. I hadn't looked up the other references to the USC in that section to get the absolute full picture because all it would tell me is the specifics on what is excluded in the count. Just from reading that one paragraph, I knew there were exceptions to the 2.5% and 1%. There's always an exception in most government regulations. All one needs to do is read and find it. Even the FAR [Federal Acquisition Regulations] have exceptions.

In your post, you alluded to starting the year with too many, indicating the CG is in violation. I don't know if you meant Fiscal Year or Calendar Year, I'm sure some assumed Fiscal Year because that's what the military deals with more than the Calendar Year.

We might be saying they same thing. I believe what I wrote was correct (Brett - if I'm off please jump in). The clock starts over at the beginning of each fiscal year. Soooooo....we can start the beginning (Oct 1st) over (or under) as long when the clock stops on Sept 31 we're under (or over) to meet the avg.
If the avg is over (or under) at the end of the FY (Sept 31), then we had some type of a numbers problem for that FY. It doesn't mean we ended with too many (or too few) E9's, it means our yearly avg of E9's was too high (or too low) when the FY ended.
I'll try to clarify what I meant when I say we started with too many. As I understand the situation, we normally start the FY at avg or below, If the number of E9's is high, that means our avg is starting out on the high end. That doesn't mean that we're in the wrong, it means we will need to manage it so when the FY winds down, our avg be back on track. Does that make sense?

I got this from a Force Manager and then a Gold Badge... so if I'm wrong, so are they...
The number of E-9's in a rating are based PURELY on numbers of folks in the ratings. If there are 1000 XY's, then there should be 10 XYCM's. When I asked about if there are percentages, say, 950 XY's, I was told that they use standard rounding rules - if there is over "half" a person authorized, then the full Master Chief was authorized. So, at 950, sorry - but at 951, advance another one. For every rating that gets screwed out of an E-9 billet, another one gets gifted - so it averages out.
Now, I'm just hoping my info is good.

I'm thinking they are rounded down ... after all, the ONLY SEA authorized is the MCPO-CG, that I could find in the USC ... which leads me to belive the CMCs must come from somewhere since those E-9s are included in the 1% club. I better be careful, the Uniform Board might authorize a 1% device and a 2.5% device for E-9s and E-8s :D
Of course, I can be wrong since I have not found the proper USC that authorizes the CMC as a rating or as a excluded E-9 for the annual reports. Naturally any CMC is more that welcome to point to the USC to straighten me out.

I do not know the exact dynamics behind it. What I have seen is the breakdown of each paygrade within a rating. I believe anyone can see it on CG Central. The RFMC's are the ones who watch the numbers for their own folks. I do know the number of E9's can be over on the percentage for the rating yet right on for body to billet. That is there are actual billets there, but the percentage of the billets for the rating could be over by a smidgeon.
How it is managed after that I'm not sure. There is a fix for it though. :cool:

I can see this evolving into the three-fifths compromise. Would half a E-9 be E-4.5?
In some cases, as Wray may agree, half an E-10 is E-5.

Joe, the CMC's DID come out of the general pool. I know the MST's lost one E-9 billet down in New Orleans so they could get a CMC... the Force Manager let it go on his own rather than have someone take one - with the prayer that if he let one go willingly, he'd have more solid footing to dig in and say "NO!" if they came back for another. (I hope he's right!!)
Bill, when I wrote that, the first thing through my head was the "Three-Fifths" thing.
Joe, another thought - the Air Force has "First Sergeants" that fulfill the same role as our CMC cadre - I'll try to find out how they justify it in their numbers when I get to the Academy.

When I first looked at the New Posts and saw the 08' Warrant list is out, my first thoughts was that the message came out after I left the office today and immediately went to Fredsplace and CoastieChicks (since they are the two best forums to see info as soon as it comes out. Actually I have found out from my wife things that are happening in the Coast Guard before I hear from other members. You know how women are!!!) to see the actual message. Go back to the very few post without look at the post date and I was feeling my heart drop. Then I saw that you were the only recent post with the question. I guess I should have looked at that first before getting my hopes up so high and then having a very low feeling. I just talked to the BOSN detailer who was at the station for the EPM Roadshow and he indicated the message won't be out till the first week of July. I rotate in 08' and if members names just end up on the predictor list, the members rotating won't be slotted until th final determination is made on how many off the predictor list will be advanced. Joy. That means, worse case scenario, if I end up on the predictor list and don't make it, hopefully they won't do like they did to members off FY 07 Warrant predictor list, and waiting till May for those rotating that same year to make that final determination and then you have only the leftovers of billets to choose from and make preps to report to your next unit. Best case is that I end up on the primary cut and will be certain of the billets to choose from. But July is the timeframe for the message. Good luck to you John.

Gene, Sorry for giving you that sinking feeling. But for the record, I didn't start the thread and if you go back, I believe Master Chief meant to say '07. Then everyone else started talking about something completely different :rolleyes: Anyway, I totally believe that's what they told you, but I find it hard to believe that that's right. After I posted the question, I did some research to try and find the answer on my own. Here is what I came up with:
Last year the RC CWO msg came out on the 20th of April, but the board convened on March 13th. The AD CWO msg came out on the 7th of June :( but, the AD board had convened on April 10th. So there doesn't seem to be any correlation between the two - at least not last year. This year on the other hand, the RC CWO appt board convened on April 16 and to the best of my knowledge AD CWO AB convened on the same day. So I am thinking (yeah I know the dangers involved with that) that they probably didn't hand the Secretary a Res Component list one day and the AD list another. My guess is they both went across his desk at the same time. I would also think that if the board convened on the 10th of April last year and the list came out the first week of June, that it would take the same amount of time this year which means it would be out the last week of May. Now that's pure speculation and it's not going to do anyone any good, but at least it makes me feel better than the idea that I have to wait until July.
Let's both keep our fingers crossed that the fiasco with assignments that went on last year doesn't repeat itself this year. I am pretty optomistic about things like that, mostly because that sort of thing never seems to happen to me ;)

I will. Good score that you posted for BMCS. But like I indicated, if you are even on the predicator, that takes you out of the running for OINC jobs, XPO jobs since those are the first to be filled. As far as staying on the cutoff list for BMCS, if you are on the predictor list for CWO 08 when the message comes out, even though we know how the detailers handle the assignment side by not filling a slot, but does that also make it automatic to take your name off the BMSC list, or do you have to choose between CWO or BMCS only if you are on the primary list?? I would hope not, but something to look into. Hopefully you don't have any worries after the CWO list comes out.

I do not know the exact dynamics behind it. What I have seen is the breakdown of each paygrade within a rating. I believe anyone can see it on CG Central. The RFMC's are the ones who watch the numbers for their own folks. I do know the number of E9's can be over on the percentage for the rating yet right on for body to billet. That is there are actual billets there, but the percentage of the billets for the rating could be over by a smidgeon.
How it is managed after that I'm not sure. There is a fix for it though. :cool:
I am going to start a new thread to address the E-9 cap issue. Don't want to hijack this one too much.

Mike, Congrats on the promo on June 01. But JPIII was right. You are never in the office. Your office is on one of the local golf courses in the area. :D Pam said not to write it but I couldn't resist. But at least this time you took leave to do it, instead of a "ATON CONFERENCE" boondoggle. You are in the office though more than Steve is in his, so I have to give you props for that. Time in the office depends on the paygrade and position. So as a BMCS and OINC at an ANT, how much time will you spend at your alternate work site now??
You missed a good morale / Sports Day party today. It included ANT, the Field Office, STA Miami, and STA FTL. 50-60 people were at the party. Even LT Stewart came to it.
But all funny things and diggs set aside, congrats on making it to BMCS. You have been one of those members who was always at the right place at the right time, and networked well, and the stars aligned. I hope one day I can even catch a fraction what most would call a break. Last October did me in, and haven't recovered yet, but still will press on. I hope I don't have to go through the same thing Marty did. If so, then it will be long last year. But that is the break I am hopeful for. See you when you get back from leave.

My office today was Flamingo Lakes Golf Course. I wouldnt call it a day off, I was "networking" with my new BOSN, Marty. I shot a measly 95, but I would consider that a bad day of golf over a good day in the office. Have fun working those long hours and I will keep it in balance by leaving right after Steve does. Wait, what will I do after Friday? Guess I will have to take it upon myself to become the new Steve. It is nice when your XO is certified. No need to bore myself with office work. BTW, I am just over 200 ft from your office, believe me, I measured it so I could buy bottled water with 30 funds. Come see me sometime.

I usually don't have enough time to post here, but being below the cut and above the predictor has certainly raised some concerns for me. I'm leaning towards taking my name off the list and never looking back.

Being in the "Predicted Zone" is a total crap shoot for the member... For the 2007 cycle the folks in the ENG field (that weren't offered an appointment)were released by OPM mid to late March. How many choices, and whats the quality of those choices offered by the detailers... slim pickins, and the ones they couldn't fill through out the spear cycle... Make your choices carefully.

Steve, unless you're already slated to transfer next summer or the detailer give you call, you have time to wait. Unless again your worried about the 2 vs 5 year ban. Let it ride and see how it shakes out with the SWE

I am due to rotate next summer and I don't think that waiting would have me sitting to well for possible OIC billets. The 2 vs 5 year ban doesn't really concern me too much. I'm at that point of no return for one path or the other. I think the path has been chosen for me.

Steve, I think that anymore the Point of No Return isjust a song by Kansas. They're letting people stay past thirty so when going Warrant, I think once you're in, you're in.
I think it really boils down to jobs. Those in the BM world that don't want to go afloat should take the Warrant route. 50% of BMCM positions are Command afloat and the vast majority of those are two year tours.

I can't disagree. Well, except for that Kansas thing:D IMO being below the cut, but above the predictor has increased the chance of being offered some of the more undesirable billets on both the warrant and enlisted side considerably while in that position. I have time to think things through some more, but I'm not much of a gambler.

Congrats to all those who are above the cut, or like JPIII, below the cut, but is well above the predictor. You are a shoe in JPIII. Like most initial cuts, the list are always conservative. Look to see the revised list broaden the cut/predictor. Maybe not much, but traditionally has increased. I don't have a chance and will have to wait two years to even hope to advance. Tough to wait that long. But now at least I know my path and even though I'm coming from a P5 billet, I am shooting for a XPO. We'll see.
I would hate to be in Seniors shoes at number 18 on the predictor list. Transfering in '08 while the OINC billets will be filled shortly. But going by past stats, you look like a shoe in as well, but a tough decision none the less. Once again kudos to all.

Thank you and Master Chief Bradley for letting me use you as a sounding board. As you can tell it weighs heavily on my mind right now. Probably because it came out on Friday. I don't anticipate that I would get anything great the first time around, but not being included in the enlisted assignment process has me a bit concerned.
Oh, I would probably be one of those snatching up a big white one if it were on the "right" coast.

I can't say that I have figured anything out, but that is an excellent opportunity for him and it kind of demonstrates my quandary. Am I willing to give up all of my OIC picks for a possible Warrant appointment to an unknown billet? Hmmmm

You have to look LONG term. I mean beyond the next 4 years. My opportunity came when I had 15 years TIS. I plan on retiring around the 20 mark. For me, the job that was offered (because I was below the cut and left my name on the list) was not worth it. Ask yourself what your long term goals are. If you are planning on being around for several more years, it may be worth it financially to start over at the bottom of the CWO food chain. Only you can decide that.

Yea Jim, that is the decision I'm having a problem with.
The only long term goals I've set for myself is to finish up 3 classes for my Masters and possibly start a Ph.D. program. I don't plan to pay for that out-of-pocket, so I'll be around a while.
Hitting the 20 year mark in 5 months, transferring in 08, long term goals and of course family concerns factor into the decision as well. It is a tough decision, but I've made tougher. This one is just taking a little longer.

For those who were wondering, and I didn't want to leave this issue hanging, I took my name off the Warrant list. Maybe it will open up an opportunity for someone who isn't having 2nd thoughts such as myself.

I dont think that they will clear the 08 list for BMCS. I am pretty certain that there where at least 40 some people that took it this year. Unlike the 24 last year.

Those who took the E-8 for either MK or BM back in May '06, as long they wrote their name down correctly, they made it. Don't think that will happen again for awhile. The SWE is going back to being a real competition, not a pseudo test. Good luck to those taking the SWE in '08.

Bob...that a good score. I've heard of another 110, a 115 and a 116. I got a 107 and there are about 14 total scores above 100. I guess we'll see how it all shakes out.
I think we'll both be in the top 10.

I don't know how reliable this info is, but I had someone e-mail me a list of BMCM raw scores (42 to be exact) and a theorectical eligibilty list based on info from direct access. I came out at #16 (bumped 4 spots) with a raw score of 100. The guy with the top score of 116 stayed on top.
It is fun to guess and to see how accurate the list is, but I don't have the time to figure all that out. Who does:confused:

I dont know where anybody would find that kind of time. There was someone on fredsplace that looked up the results and had figured out the scores for 386 peoples BMC exam. He quickly removed the post when it was pointed out that he is not supposed to go into other peoples scores.

Thanks Wray. I hope you're right, but I'm a little nervous because of the lack of projected (at this point) retirements next year and the potential for several BMCM's to come back into rate.
I guess we'll see how it all shakes out...the fun starts with the profile letter!
