Is there a written instruction on how to deduct from a member's pay the cost of an organizational clothing item if the member somehow loses it? Why I am asking is that I was asked about this this morning, I checked the Uniform Regs, looked at the issuing form AF-538 and called HQ. I could not find a reference on this. I just know that some of you have had to deal with this situation before. Any help you can provide is appreciated.

Are you talking about organizational clothing purchase with 30 money? Like cold weather jackets?

Yes, what's happening is that personnel are being issued things like float coats etc and then claiming that they "lost" them, then looking to get a new one issued to them. My old boss said a Page 7 should be done to deduct the cost from their pay, but she could not cite a written reference to back up the deduction.

I remember doing that many years ago... I'm sure over the years the process has changed, a few times... Raymond, I'm suprized a SKC doesn't know this... but, then again, I guess it is something not done very often ......

I went through this once and it's not as easy as a Pg-7.

You have to do a survey and if the board says it was due to negligence, you have to do an investigation. If the investigation supports negligence, you can ask the member to pay for it, or force them, but at that point, it has to go to PSC. The amount you charge them is adjusted for wear and tear so you don’t get the full cost back.

I have been out of the loop for a while, so it may have changed.

Start with the property management manual.

Well I have never heard of it but I agree with Brett on where to start. I would tell the individuals hat are loosing them they have to start wearing mustangs or drysuits at all times.

That makes sense, a Report of Survey will determine if there was negligence involved or if the member just gave it away to a friend or family member. If so and he or she lies.....well, that's another ball game.

I guess I didn't consider the Report of Survey because organizational clothing is not General Purpose Property. I don't feel to bad about not knowing the answer, I asked the property guru at HQ and my former boss that knows EVERYTHING about property, they didn't know the answer either.

Thanks for the help.

This is in regards to the foul wx jackets and the money that was given out to everyone to go out and purchase their own jacket. What have you all seen done by commands as it pertains to accountability for the jackets that were purchased and issued to the crew?

Are they taking them back? Are they giving a timeline to purchase their jacket and then return the one they were issued? Are they letting the mbr transfer with them?

Just curious to see what others have seen and or are doing.

We take the coat back and the member gets to keep the fleece.

Some units are paying to have the fleece liners dry cleaned and re-iussue them. It happened at my last unit.

The same thing works when you catch someone not wearing their PPE. There are some ugly safety glasses available that you can have them wear all day, pink hardhats, giant earmuffs, they get the point real quick.
